As construction begins on Hudson County’s new Honorable Frank J. Guarini Justice Complex, Hudson County and the Hudson County Improvement Authority (HCIA) are taking all possible measures to minimize impacts on the surrounding neighborhood.
Work Overview: February
The project contractor, Terminal Construction Corporation, has received permits to commence work. Starting in early February, major work will include the excavation of soil from the project site.
Enhanced Noise and Vibration Monitoring
An increase in construction noise is expected to occur due to the removal of soils scheduled to begin in early February. The County and HCIA are implementing enhanced measures beyond local requirements, including the use of vibration sensors, to monitor construction and ensure that vibrations remain within allowable limits.
Other Impact Mitigation Measures
In addition to monitoring for vibration, soil erosion and dust control measures are being implemented, including a construction fence around the perimeter of the project site with a sediment control silt fence and the use of water trucks.
Hours of Work
Consistent with local regulations, the anticipated hours of construction are:
- Monday through Friday, 7:00 a.m. – 6:00 p.m.
- Saturdays, 9:00 a.m. – 6:00 p.m.
There will be no rock hammering work taking place on Saturdays. At this time, there is no work scheduled for Sundays, however local regulations permit construction on Sundays between 9am and 6pm.
Traffic and Circulation
Oakland Avenue will remain one-way northbound with one lane of parking on the west side of the street. The new Central Avenue extension has been opened as a one-way southbound road between Hoboken Avenue and Newark Avenue.
The portion of Central Avenue between Hoboken Avenue and Rt. 139 will remain a two-way road.
Cook Street as well as Hoboken Avenue between Oakland Avenue and Central Avenue have been been permanently closed to traffic. The nearby parking lot has also been closed.
Two-way Traffic will remain on Newark Avenue, however construction fencing will take up the parking on the north side of the street.
When construction is complete, both Central Avenue and Oakland Avenue will become two-way streets.
